GenFillet automatically fillets the thickness edges of a flat plate based on your inputs.
Open your plate part in a separate window.
Run GenFillet key in the thickness that you want it to search for then key in the desired radius. All sharp edges that match your inputs will be radiused. Tangent edges are ignored.

"Prior to GENCASE, in order to maintain all caps in the Drafting workbench, one had only one choice as often Legacy Frame and Title-block scripts were already created with both Upper AND Lower Case. And if the user left the CAPS LOCK button on his computer and forgot, he could get locked out of his account. So...the only option was to download and set or create from scratch a user font in Catia that is all Upper Case CAPS only. Problem is- none of those looked even remotely professional on a blueprint.
